What is PAT?

Portable appliance testing (PAT) is the term used to describe the examination of electrical appliances and equipment to ensure they are safe to use. Most electrical safety defects can be found by visual examination but some types of defect can only be found by testing.

According to the fire statistics of world, two of the key causes of accidental fires in buildings are faulty appliances and the misuse of electrical equipment.

International acts and regulations

The Health and Safety at Work Act 1974 stipulates that the duty of care falls upon the ‘duty holders’, which applies to both employer and employee, to ensure the safety of all persons using the premises and equipment. The level of inspection and testing required depends on the risk of the portable appliance becoming faulty which depends on the type of appliance, the nature of its use and the environment in which it is used.

The Electricity at Work Regulations 1989 requires that any electrical equipment that could cause injury is maintained in a safe condition. A visual inspection in a low risk environment could be carried out by a competent member of staff. However combined inspection and testing requires a greater level of knowledge and experience.

The frequency of inspection

The frequency of inspection and testing depends upon the type of equipment and the environment it is used in. For example, a power tool used on a construction site should be examined more frequently than a lamp in a hotel bedroom. For guidance on suggested frequencies of inspection and testing, see: http://www.hse.gov.uk document – Maintaining portable and transportable electrical equipment.
